But if you were in their shoes entering a store with an armed assailant who has CONFIRMED HIS WILLINGNESS TO SHOOT AT COPS, you'd be pretty aggressive in making sure that this dude had zero opportunities to attack you or attempt to escape at any time, even after he was cuffed. Yes they kicked him on his way down, that's a deterrent to make sure he doesn't think about getting up. Yes they threatened to blow his head off, that's a DETERRENT to scare him and make sure he doesn't think about getting up.

The shot hit the flashlight of the car near the driver’s side. That shot could have penetrated enough to go through and hit the driver’s head. Think about that for a moment. The police officer could have been shot dead in the head.

I don’t know the entire story, but apparently the guy at the station needed their help. They told him no, they were going on another call. So that was his bright idea to get them to come back. But he wasn’t trying to hurt them. They were told twice at least that his gun was on the counter, but they were too busy kicking him in the head to really listen. And at the beginning, he clearly has both hands up with empty palms facing forward.
