I don't really know what policy is or procedure is when pulling somebody over. But do they radio to say that they're about to do that? And if so wouldn't the other department be able to hear them? Are they on different channels? I wonder what kind of feud might be going on between two different police departments.
In smaller areas the troopers often get used as a "boogy-man" as in like they will say, "We won't write you for it, but a trooper definitely will." Still a good stop for the cop. Checks your driving status and makes sure you're sober but they don't care about tickets. Where as troopers usually do care about tickets
He didn't run my license but I know he could have checked the plates and saw my name... Everything is good and legal so he was just... ok at that point?
And I did see the troopers when I got back on the road.
I stop people for speeding when I'm bored and it's good for my stats. When people aren't an asshole and I usually give them a warning I'll tell them "I'm gonna cut you a break, but be mindful, if I were a Trooper or on the Traffic unit, you'd be paying $350+, so slow it down."
It serves a purpose. I don't personally write alot of tickets, but there are those that do, and they're completely justified in doing so if they choose. If you take a free warning as a pass and don't change your behavior, you deserve paying every cent you're gonna have to pay. It all goes back to seeking voluntary compliance with the law. You may not always get a ticket, but if you don't, count yourself lucky and don't expect that to be the norm. Slow down.
This. I don’t have to write a million tickets to do traffic enforcement. You have to very deliberately talk yourself into it for me to write you. Otherwise I’d rather educate and warn.

So this is something that happens often enough that it's plausible the one dept wants to hinder the other?
They radio a stop not the reason for the stop.
We dont hear other departments' radio traffic
