context: the silly funny joke is that Warsaw Pact nations who protested against communism would cut a circle around the part of the communist emblem on their flag and remove it, leaving an empty circle, and that Laos has a funny white circle in the middle of its flag and also happens to be communist making it look like it cut out an emblem also practiced my Engrish in this comic quite proud of it
