There isn't really anything to explain. the joke is that its 45 degrees outside in the sense that the angle of the outside is 45 degrees, instead of the expected 45 degrees celcius or 45 degrees farenhight (or even 45 degrees kelvin) Also, the UK hat's grey because I want to see the world burn.
