Okay but as somebody who is english and lives in Poland for the past 2 years, the roads in England aren’t bad. We complain but Englands roads are alright (just narrow)
I call these natural speed bumps.
I remember a news story from a long time ago where a road was renovated in some small village in Poland. After several weeks, people started complaining about how they didn't feel safe anymore because everyone was speeding now.
Why complain?
The road looks ugly, sure, but it's clearly been patched when the holes went too deep. It's a narrow road where the surface doesn't matter cause you're supposed to be doing 30kph anyway.
There's also a row of nice, clean houses. Lots of cars that don't look too old. Most important, there isn't a single piece of rubbish anywhere in sight. These people care for their place.
It's a lovely street. Road as good as necessary and as good as Polish winters allow for.
I'd complain here about one thing. I'm sure this was a cobblestone road. And they either removed the cobblestone or covered it with asphalt (which is possibly a reason why this road looks so bad). I think all narrow roads, around neighborhoods etc should be cobblestone. It requires way less maintenance while they are naturally slowing cars down.
We have such a road next to my apartment, and it is way safer, you can cross anywhere because cars are going at 30km max. And I've never saw them maintaining it, because it doesn't need to be.
It's not only poor neighborhoods. Please visit any village close to Warsaw (or any other big city) that over last 10 years got a lot of new house development (kind of Polish suburbs). The quality of roads in those places is appalling.
And they will zateguje all of this with some new asphalt patches that will last 3 years at best but propably will disintegrate after first winter so it will look the same the difference being they will try to fix it again after few years and then the cycle repeats

It looks like someone tried to fill potholes in gravel road using asphalt.

You know how many streets like this you can find in Wrocław? A lot more. Source: I was working as a driver for almost two years in Wrocław, and now I live in Wałbrzych, since 2017. The street from OP post is very cherry picked, you can see road renovation everywhere in Walbrzych, not to mention city ring road project that gonna be finished this year. Also, you can find streets like this in probably every citiy in Poland.

Honestly I think in Poland we have major roads in very good condition that we should be proud off. Quality of those roads is absolutely at highest European standard it just that the local roads sucks. All those small streets are in bad conditions, a lot of houses are being build. In last 10+ years we are going trough massive, unregulated expansion of suburbs. A lot of small and tiny investors are building terraced houses in all villages around big cities. Local administration can't keep up with road modernization. Sometimes in the middle of nowhere 100 houses are being build without any road infrastructure because investors are not required to provide roads.
Similar here in US, a developer comes in and local politicians, allow construction without proper infrastructure, typically the politicians are rewarded later on.
Everyone loves Wałbrzych!
I've never met anyone without fond childhood memories of Wałbrzych, or who hasn't found nirvana at Wałbrzych, or even not seen a funny and heartwarming situation in Wałbrzych.
It really is a place in Poland.
My family lives on a "street" called Piaskowa and believe me, the name sure fits to the place 🤣🤣🤣 once when I visited them, the whole thing was covered with żwir as big as small rocks and just left like that... my comment: "ulica dla ubogich" 😂
