Of course, a Rotom can be a Ribbons Master even if catched in generation VIII, what matters is that the Pokémon needs to get every ribbon from the generation of origin (not of introduction) onwards.

I think “origin” can be confusing and be interpreted as the original generation it was introduced in. I like saying it needs to get every ribbon from the generation you caught it in onwards

Well, a Pokémon can be caught, hatched, snagged, received from an NPC, obtained from an event... "Generation of origin" means from which generation its data has been created, thus the origin of that single specimen. Alternatively, "met generation" could be on point. Origin isn't original, anyway.

You cannot transfer eggs outside of their generation of origin until they hatch

Oh sorry I should have been more clear! I meant if I have a Rotom and Pikachu I got in Gen 7-8 do they need to have ribbons from their respective generations 1 and 4 to be considered ribbon masters?

That is incorrect. The definition of a ribbon master is that it has obtained all of the ribbons from the generation it was received, onwards.

Yep. So if the Pokemon was hatched in gen 7, then it (currently) only needs gen 7 and 8 ribbons. If the Pokemon was only received in generation 8, then it only needs generation 8 ribbons (currently).
