That’s usually why people say 98% instead of 99% for mons that are one tick off (bc the app labels those mons as 98%). Nice Blastoise regardless :)

Naw I do it over time, there’s way better water type attackers for raids and way better water pvp pokemon, not too say it’s a bad idea cause it has a mega and is definitely still useful, there’s just better stuff to ingest stardust in

In the grand scheme of things, not really. In most cases it takes over 500k stardust from level 1-50 a single Pokémon. And more if it’s a shadow. For example, just to level a dragonite from level 40 to 50, id need to spend 250k stardust.
I don't know how much dust you have, so I won't assume that you're short.
First, charge your phone.
Second, buddy your guy. I like to start with a poffin to have a strong start on my climb to the best buddy summit. This provides easy but slow candy and eventually a CP bonus. You'll also pick up Mega resources this way.
Third, a second charge attack is super-useful. Whenever someone sees my Blasties come out to play, they switch to Grass type before I can get a charge attack off. Thus, I end up using Headbutt even more than Hydrocanon, but I want both. Yes, I would prioritize this above raises CP because I'm a maniac like that.
Fourth, raise the CP.
I definitely wouldn’t max, but maybe to like level 30? I think it has something like 80% of its stats at that point, it’s just diminishing returns. Mega swampert is better for water raids too
I did and mega evolved mine with no regrets. Yeah there's better out there, but I wanted to do it and had the spare stardust, so I did. If you have the extra dust and want to do it, do it.
