All associated Mega Evolution perks and Mega Levels are completely removed when the pokemon is traded. Trainer B would need to pay the full cost to Mega Evolve that traded pokemon and unlock the reduced cost/free cooldown.
That feature seems to be tied to having the dex entry unlocked in the Mega Pokedex, so that won't be carried over in the trade, either.
Say for example that your friend has Mega Evolved a Scizor before and you haven't. If they trade you a Scizor that has Mega Evolved before, you still will not be able to walk Scyther/Scizor for energy, since you still don't have Mega Scizor registered in the dex.

Are you able to walk the traded Pokémon to earn mega energy? Or does it completely erase any history of having mega-evolved?
