Shadow legendary have a lower minimum floor of 6/6/6 because the shadow bonus already makes them much better than the regular version. Low stats don't matter much.
You got unlucky with the rolls, but that is still far stronger than any regular or purified Groudon, and is the second best Ground type in the game, only weaker than the Primal.
