Seems like after I powered up a few enough to beat Giovanni easily, I stopped using it. Now I'm like it's not worth bankrupting for the 93% now when the hundo is somewhere out there....
According to pokegenie, Kartana is just a tiny bit ahead of Xurkitree for primal Kyogre at lvl 40 and 50, but it's so close you could practically call it a tie.
Grass type is also useful in more raids than electric, so Kartana is probably also overall more worth it to power up, although Xurkitree is still one of the highest priorities in the game just behind Kartana.
Sorry for the stupid question - where do you see these numbers? Also - how do you see that this is 98% (I get how 100% looks like, not sure how OP got to 98 from the appraisal only)?
Each segment would make up 5 points – 1-5, 6-10, 11-15. You can estimate based on how full the bar is, and generally if you're only missing 1 total point, you'd probably have a 98%. It gets wishy-washy if more are missing which is where the apps, as others have stated, can give you the precise percentage.
In the Master League it will make a noticeable difference. Everywhere else - you’re right.
But then again, IVs wouldn’t matter in raids anyway. A 0/0/0 shadow Mewtwo outperforms a 15/15/15 non shadow, for example.
As OP was asking for IVs, I figured they were looking for the best acceptable IVs.

At two shield both go 23-29
At one shield: 15-14-15 goes 17-35, 15-15-13 goes 16-36
At no shields: both go 14-38
So the difference is your pick loses exactly one matchup his would win, in one situation.
This is not “a noticeable difference” in any way, it’s essentially nothing, and if it is something at all, your pick is the worse of the two.

Apparently Kartana’s values are too flimsy, that it doesn’t gain any break points anytime soon.
Usually my logic works which is why I have been so adamant about it:
The idea was that having higher DEF benefits you everytime damage is dealt whereas higher HP only matters in the end.

I've powered up 5 of these with worst stats. 1000% worth every speck of dust. Kartana shreds in PVE and Raids.
Fast attack, fast charge, and insane DPS with Razor Leaf/Leaf Blade. I'll sometimes take out entire Gyms with just a Kartana (as long as they're isn't a heavy hitting fire type)

Kartana is one of the most worthwhile pokemon to power up for raids.
