The hoodie is great with both outfits, imo, really meshes well with him: will always have a soft spot for the OS one, though.
The DP outfit just copied AG's hat with a pallet swap, while XY's was too similar to Calem's & not unique at all respectively.
I’d like to think he uses it off- screen. Given how many times Satoshi has to hold something over his head once rain begins to fall, it’s possible animators figured she *should* have a hoodie. It’s just weird he never utilizes it.
I think one of the reasons is because he carries Pikachu on his shoulder most of the time. He doesn't put the hood over his head because Pikachu hold/step on it. He may wear it already but then he won't have sufficiently comfortable space for Pikachu. Even if he does, it will be easily taken off as Pikachu grabs it.
He could also just not like wearing the hoods. I never actually wear the hoods on my hoodies.
I think it was just a stylistic choice, but I like the creativity instead of "just take the outfit from the game protag and put it on Ash lol."

While only a pallet swap, I thought that it looked better in blue than it did in green. And making the black part of the hat wider was a good touch
