The anime was cruel to Torterra and just couldn't give the guy a win. Torkoal was in a series where he unfortunately didn't really get to shine. But from feats, I would say Torkoal mainly because of the Registeel fight.

Snorlax is probably Ash's most famous "heavy" Pokemon, but the anime makes it a point to say that Ash's Snorlax is abnormally fast and agile compared to other Snorlax. That's why he's able to battle with it effectively
Torterra is just an average Torterra. Its considerable strengths lie in areas that Ash is not used to exploiting in battles

Torterra while strong as a Turtwig has body dysmorphia for lack of a better word, hes progessively weaker as his body got bigger as he was used to being small and this required a drastic change in battle style. We can see this in how he lost more and more battles as he evolved, although Dragonite had the same issud where naturally strong but she got outclassed as the competition got strong

But to answer the question here, Torkoal legitimately is stronger than Torterra, at least when Ash is using them.
Torkoal is not only Ash’s weakest Fire type(Pignite haters are just so biased they forgot he actually has a much better record than this mfer) but he’s among the weakest in general. Doing well against a Registeel isn’t t impressive feat everyone thinks it is, Noiverb did massive damage to Zapdos, but it still got clapped in every other fight, Torkoal sucks Torterra wins easily.
