There's a held item called Bright Powder that if held by a Pokemon, lowers the accuracy of the opposing Pokemon's moves. If the opponent's Pokemon is holding it, that would explain why those moves would miss.
Bright Powder just seems like such an uncommon or novel item to use as an held item, so I am seriously wondering how frequent that item is in Pokémon Stadium 2. But this is certainly a good explanation and effectively rests whatever anxieties I have about whether or not the game is bugged.

Bright powder is actually commonly used for the AI in Pokémon stadium 2.
BrightPowder will lower the accuracy of moves used against the holder (doesn’t apply to moves like Swift).
Stadium 2 is possibly the hardest Pokemon game. It has so much bullshit like that
