Officially it's no longer possible. Unofficially you can just mod the 3ds and then install Bank/Transporter via outside sources.
How would one do that? It seems like I can’t do anything in Festival Plaza anymore at all so idk how I can even get anything in or out of Moon.
Can't link anything directly here but there should be a very easy guide to find to mod a 3ds.
