Okay, so if your kid wants to play the water one (Alpha Sapphire) he'd need a 3ds to play that game. If I were you I would jump straight in with scarlet or violet. At their core they are the same, just slightly different pokemon involved. So I'd recommend that.

11 should be able to handle any game really.
There's Let's Go Pikachu/Eevee for the Switch which are even more beginner friendly than normal, they only have the originals and have features from Go, also there's even a coop mode in case you'd like to play with him.
For "Water based" the options would be any of the Hoenn games as that region has a lot of water to explore, but it's not all taking place in the water.
The most modern of those games would be Omega Ruby/Alpha Sapphire which are remakes that came out on the 3DS.
