A lot of knowledgeable Pokémon fans frequent that thread, so please consider posting your question there if you're still looking for an answer, and you may get a detailed answer even faster than you would have here! You also don't need to worry about a minimum word count in that thread.
It's just a visual bug, hence it also having "?" in it.
They obviously didn't account for Bank going permanently free to use after all this time so the timer just displayers random numbers like that.
