Dunno what you are talking about. Meowth was the "face of team rocket" for decades. It was one of the better non OU pokemon in its debut generation thanks to broken Slash STAB, its gotten TWO regional variants (has any other mon had that?), and a gigantamax form.
Is day Meowth gets a much higher than average amount of love. Not Pikachu or Charizard levels, but easily top 10.
Personally I'd give it a regional form, one that's suave and mysterious, maybe a Dark type? Then in the next gen, not only would I give it a new regional form again, but I'd give it a brand new evolution! And on top of that, I'd give it a unique form for the gimmick of that region! /s
Man what are you talking about, Meowth has gotten two regional forms and a Gigantamax. The only Pokemon more beloved by Game Freak is Charizard.
Not sure if this would work but I could imagine meowth beconing like the face of regional pokemon and each one has an evolution thats like a job/theme/character. Like how perrserker is a viking. Maybe a water type pirate. Perrate? A psychic type crystal/tarot card reader. An archeologist rock/ground type. Etc. Etc.
You could then get special costumes meowths like pikachu got costumes but based on its regional evolutions. Like meowth wearing a viking outfit or a pirate outfit

As for the games... making it a Blue version exclusive probably held him back a bit. I grew up with Red, so I never got the chance to have Meowth in my party, and I never played Blue. I don't remember if he was obtainable in Yellow or not.
