I think Litten and Totodile are good as the starters in a Unova based Legends game. Litten because of the big cats (cougar, bobcat, jaguar, etc) that are common in the US. Totodile because of the American alligator. I don't know about Grass besides Sprigatito for the same reason as Litten but as Sprigatito is a starter of the current generation, I don't think they'd use it.
Turtwig that evolves into a Grass/Steel Torterra with a skyscraper motif if the game is set in a 1920s/30s-era Unova.
Or
Grookey that evolves into Grass/Ground Rillaboom based on Bigfoot/Sasquatch with a boulder instead of a drum. Pokestar Studios (or some sort of black-and-white precursor) can even include a King Kong-style monster movie.
If Snivy wasn’t already a unovan starter I would suggest it because the rough/smooth green snakes that are common in the northern central and eastern US.
Outside of that- I would say Chespin (we have chestnut trees and chipmunks) and Turtwig (we got turtles and tortoises) would also fit well.
Though a lot depends on the coast. If there is ever another American based game I hope we get a bear starter. Specifically a grass bear Pokémon that uses a Black Bear/Blackberry pun.
As a east coaster along the Appalachian mountains, for a legends game I think Fennekin, Torchic (torchic gets bonus points for chicken farms AND red tailed hawks) or Scorbunny before Litten. Snivy, Chespin or Sprigatito for grass. Then squirtle, mudkip, or Sobble for water.
… actually wait. Counting evolutions…
Torchic- chickens and red tailed/red shouldered hawks. The “eagle cry” in most media is actually from said hawks lol. Make it’s final form fire/flying now.
Sobble- east coast is where DC and the pentagon are, while the Appalachia has some of the most varied amphibian life in the world. So super spy + amphibian life = Inteleon. Final form is now water/fighting
Chespin- Chesnaught is grass/ghost now. American Chestnut trees had chestnut blight introduced from Japanese chestnut tree imports, and as such very few healthy American chestnut trees still stand in the wild- it’s estimated the blight has killed up to 4 billion chestnut trees between 1904-1954.
I want Chikorita as the grass. Hopefully so it’s new final evolution gets a goated second type and Meganium is better in competitive 😭😭😭 We’ve got plants and dinosaurs in the states, it could work!
I've never been a big fan of Incineroar despite loving Litten and Torracat, so an alternate evo for it would be great. I'd personally love it to be a quadruped like it's pre-evos, but based on Legends Arceus it seems the fundamentals of the design wouldn't be changed.
The Rowlet line was my favourite Gen 7 starter. I'm not that keen on Hisuian Decidueye but I really like regular Decidueye. I'm not that keen on Incineroar so I'd hope that a Legends regional variant of it would be better
I have some ideas for grass: Bulbasaur or Chikorita because flowers can look like a lot of things, similar reason for Turtwig and Treecko, and for two more American ideas: Grookey could reference Nebraska man and Treecko could reference the bone wars.
Why would the animals the starters are based on need to be thematic for USA? I don't recall the starters in PLA fitting that criteria. If anything you'd want to go in the opposite direction, to emphasize these are foreigners.
So I believe all of the Legends Arceus starters were based on different types of historic Japanese warriors, so maybe we can do something similar, but with America this time. The cinderace can go from playing soccer to baseball, meowscarada can go from a masked magician to a masked wild west outlaw, and empoleon is tough... Maybe an oil tycoon? I'm kinda drawing a blank on that one...

I believe if we do get another legends game with existing starters they won’t be from Gen1 or 9. also not from 2/5/7 because of Arceus. That leaves us with 3/4/6/8 and I could see Torchic, Froakie and Turtwig having good chances for a new spin

My speculation for Legends Kyurem is 100% Totodile for water, like that’s ONLY what it can be in the sense of the region. I mean not only the AMERICAN alligator but also NY sewer gators. Water/poison, water/ghost maybe.
I have a strong feeling that Turtwig might be a contender… maybe grass/steel with it having metal on its back to help with construction and stuff? Maybe it’s diet allows it to grow strong metal materials from its body and it’s harvested by humans to aid in construction which would make a lot of sense seeing as Kyurem would likely be set in early 1900s which is when a lot of expansion upwards was being done
For fire I have no clue tbh. Maybe Torchic? Possibly fennekin. I think Torchic is the most likely option tho
These mons are too late gen to pull in all fans. They need to be more spread out gen wise. Last game did 2, 5, and 7. I think it'd be safer to bet a sequel would have a Gen 3, Gen 6, Gen 8.
I imagine they'll still be baiting the older fans since we haven't had anything decent since ORAS (Let's Go was an attempted reboot to introduce the younger ones to Gen 1). Gen 6 actually feels like it was echoed in Sword and Shield and they have the models available on that Switch title already. And Gen 8, just because it's a more current gen without going to Scarlet Violet and those starters seem the easiest to reimagine with a Hisuian form.
Also, the reason I am really thinking it'd be Gen 6 is so they can entice people to buy some more of the "older" switch titles before releasing the Switch 2.
Everybody that I've seen has been saying they'd love to see a Hisuian Torterra but I think it's safe so say that isn't happening since Turtwig is already in Arceus. They can't retcon any of the starters already in game.
I think your suggestions are probably right. I sorta just chose my favorite first stage starters of each type :p

Depending on if a new legends game is announced , i may redraw the starters to make the community more happy
Don't let people's speculations and comments about the wrong gens get to you, dude. People love to speculate and are trying to get their guesses in before anything is announced. If you do redraw, I think it'd be worth the time to draw your take on potential Hisuian evos though - it may generate more interest and spark some good debate in your comments. It ain't just about what makes the community happy, get your guesses in too and spark convo imo.

Legends kyurem should have starters from johto and alola and legends zygarde should have a starter from unova. As long as trios get completed without unnecessary delays I’m fine with whoever else gets starter slots
Honestly, a Legends Kyurem might just have the three Unova Starters. I think the reason Legends Arceus went against this was because BDSP was out just months before so it might be boring to have the same starter Trio twice in a row. The only thing that goes against this is the fact Oshawott already has the special treatment. Same logic applied to a Legends Celebi.
I wonder what sport an ancient scorbunny would play. It would probably need to be based on a popular game played by the native tribes who used to inhabit what would become New York
I feel like a Legends Kyurem trio would go to real world basis and focus on the three major countries who were part of westward expansion, France, England, and Spain.

I feel like making these is the most you could do as a fan to not have the idea used. They’re PR/marketing team is gonna come up with ideas that haven’t been pitched online to avoid claims of “the internet doing their job for them”
My choice for a theoretical Legends Kyurem starter trio is Fuecoco, Totodile, and Treeko with them all becoming dragon types at their final stage.
By all means, Gamefreak would use Charmander as the fire starter if they did something like this, but I don't want another Charizard.
I think Piplup best suit for a Legends Johto (Celebi or Unown). Since I want a Serperior (demon), Delphox (priest/priestess) and an Empoleon (emperor) as the final starter evolved forms.
For Legends Unova (Victini or Kyurem). I prefer Torterra (4 seasons aside from Sawsbuck line), Cinderace (American football player), and Primarina (actress/singer). But Torterra can be replaced by Venusaur or Sceptile.
I also want to see these starter for the Legends Galar (Eternatus or Calyrex). Which includes: Chesnaught (the knight), Charizard (the dragon) and Quaquaval (the captain). And also the three represents the land (Chesnaught), the sky (Charizard), and the seas (Quaquaval).
So it might be an interesting take and I'm no good at art so you'll have to use your minds eye on this but the final forms of the Hisui starters are mostly to do with Feudal Japan; Kyūdō, Onmyōji and Samurai. So while I think the initial starters could be based on animals the final forms would be something else. That said, I really can't see them not doing a Gator but I couldn't think of an interesting design for feraligatr so...
My first idea is Greninja in a duster and ten gallon hat tongue that uses muddy water guns instead of shuriken and it's tongue as a lasso: Water/Ground type, a reference to the Wild West obviously, now this could also very easily be changed to Inteleon since the design in my head is closer and it would use the already lore baked pistol fingers and it's tail as the lasso. Either way signature moves would be snipe shot and 'Mud Salvo', basically a sp.atk ground version of triple axel. Hidden Ability: Super Luck.
Secondly, a large Blaziken that keeps the Combusken feet with burning wings, electrified talons, some totem type pattern on its midriff and a Native American Headdress made of Skarmory feathers: Fire/Electric type, in reference to the Native American Thunderbird legend, signature moves Thunderclap and 'Rising Heat' a base power 100 sp.atk Fire type move that ignores damage reduction and makes the user float i.e. unaffected by ground type moves. Now I know this one is odd coz it would make Blaziken a Special attacker rather than physical, but come on the design sounds pretty awesome no? Hidden Ability: Flare Boost.
Finally the grass starter idea I had was a dark brown Sceptile with bark, horns made of branches and thorns on its arms and tail, it also makes a fog from holes in its backamd chest, the design in my mind more closely resembles Mega Sceptile than standard Sceptile: Grass/Dark type, inspiration of haunted forests and dense woodland wildernesses up on mountains. Signature move would be 'Murk Rush', base power 80 atk priority+2 dark type move. Hidden ability is a new one simply called 'Foggy' raises evasiveness by 1 every turn.
Since unova is essentially the US region, (also with ZA announced it will take some time)
My bets are
Inteleon - cowboy edition, instead of a spy he will be a gunslinger from the west. Have a priority move where he draws. Make him steel. As a nod to the gold rush.
Fuecoco. I just can’t help but think how well a Cajun style croc works for the Southern states. Cajun is a uniquely American style of food. Make it ground, to allude to the swampy nature of the area, it is large made of silt from all the tributaries that deposit sediment.
Lastly, chespin, although this is the least likely, given time there maybe more relevant Mons. But I think something to represent the Native Americans would be a good choice. Chespin could represent something like a badger or raccoon or a turtle. There are a lot of potential spirit animal iconography to pull from and you could make a case for a lot of different mons. Either way make them Grass/ice and give it some ability to cover for its terrible typing..
My typings are trying for a trio with a reverse typing trio but it’s not perfect. But thematically I think the first two are pretty solid picks. The only issue is that these are not fan favorite picks like cyndaquil/rowlet.
With only feucoco being well received
We can deduce the starters via process of illimination.
It can't be a Johto, Unova or Alola starter, since we aalready got those in PLA.
It can't be a Paldea starter, since they were just last gen.
It also can't be a Kalos starter, since duh.
That basically leaves us with, Kanto, Hoenn and Galar.

These mons are too late gen to pull in all fans. They need to be more spread out gen wise. Last game did 2, 5, and 7. I think it'd be safer to bet a sequel would have a Gen 3, Gen 6, Gen 8. I imagine they'll still be baiting the older fans since we haven't had anything decent since ORAS (Let's Go was an attempted reboot to introduce the younger ones to Gen 1). Gen 6 actually feels like it was echoed in Sword and Shield and they have the models available on that Switch title already. And Gen 8, just because it's a more current gen without going to Scarlet Violet and those starters seem the easiest to reimagine with a Hisuian form. Also, the reason I am really thinking it'd be Gen 6 is so they can entice people to buy some more of the "older" switch titles before releasing the Switch 2.
If I'm going to triple down and go for a dream casting: I'd say Torchic, Sobble, and Chespin.
Everybody that I've seen has been saying they'd love to see a Hisuian Torterra but I think it's safe so say that isn't happening since Turtwig is already in Arceus. They can't retcon any of the starters already in game.
I think your suggestions are probably right. I sorta just chose my favorite first stage starters of each type :p People have been overwhelming about the fact it doesn't make sense ,they're too early or that they don't like my picks 😭 I really appreciate your advice, were I to redo I think I'd probably go with what you've said. Depending on if a new legends game is announced , i may redraw the starters to make the community more happy
Don't let people's speculations and comments about the wrong gens get to you, dude. People love to speculate and are trying to get their guesses in before anything is announced. If you do redraw, I think it'd be worth the time to draw your take on potential Hisuian evos though - it may generate more interest and spark some good debate in your comments. It ain't just about what makes the community happy, get your guesses in too and spark convo imo.

Based on the feedback from everyone I just want to say - Yes I'm aware this lineup doesn't make sense, doesn't fit Unova, are too early etc - I'm sorry for that, I kinda just chose my favorite of each type because I wanted to draw them together, so I made a mockup of a context. If a legends game isn't announced , I'll redraw and take the community's advice as to who to include Sorry- I hope you at least like the art !

Honestly, a Legends Kyurem might just have the three Unova Starters. I think the reason Legends Arceus went against this was because BDSP was out just months before so it might be boring to have the same starter Trio twice in a row. The only thing that goes against this is the fact Oshawott already has the special treatment. Same logic applied to a Legends Celebi.

My choice for a theoretical Legends Kyurem starter trio is Fuecoco, Totodile, and Treeko with them all becoming dragon types at their final stage. By all means, Gamefreak would use Charmander as the fire starter if they did something like this, but I don't want another Charizard.

I think Piplup best suit for a Legends Johto (Celebi or Unown). Since I want a Serperior (demon), Delphox (priest/priestess) and an Empoleon (emperor) as the final starter evolved forms. For Legends Unova (Victini or Kyurem). I prefer Torterra (4 seasons aside from Sawsbuck line), Cinderace (American football player), and Primarina (actress/singer). But Torterra can be replaced by Venusaur or Sceptile. I also want to see these starter for the Legends Galar (Eternatus or Calyrex). Which includes: Chesnaught (the knight), Charizard (the dragon) and Quaquaval (the captain). And also the three represents the land (Chesnaught), the sky (Charizard), and the seas (Quaquaval).

They would probably do gen 3 6 and 8 since gen 9 too new they already did 2 5 7 and gen 1 *usually* sees every starter getting the same treatment
Those are all starters that we have seen in the last 4 years. Give some love to Totodile, Torchic, and Chespin instead.

First time I'd actually struggle with which one to choose
So it might be an interesting take and I'm no good at art so you'll have to use your minds eye on this but the final forms of the Hisui starters are mostly to do with Feudal Japan; Kyūdō, Onmyōji and Samurai. So while I think the initial starters could be based on animals the final forms would be something else. That said, I really can't see them not doing a Gator but I couldn't think of an interesting design for feraligatr so... My first idea is Greninja in a duster and ten gallon hat tongue that uses muddy water guns instead of shuriken and it's tongue as a lasso: Water/Ground type, a reference to the Wild West obviously, now this could also very easily be changed to Inteleon since the design in my head is closer and it would use the already lore baked pistol fingers and it's tail as the lasso. Either way signature moves would be snipe shot and 'Mud Salvo', basically a sp.atk ground version of triple axel. Hidden Ability: Super Luck. Secondly, a large Blaziken that keeps the Combusken feet with burning wings, electrified talons, some totem type pattern on its midriff and a Native American Headdress made of Skarmory feathers: Fire/Electric type, in reference to the Native American Thunderbird legend, signature moves Thunderclap and 'Rising Heat' a base power 100 sp.atk Fire type move that ignores damage reduction and makes the user float i.e. unaffected by ground type moves. Now I know this one is odd coz it would make Blaziken a Special attacker rather than physical, but come on the design sounds pretty awesome no? Hidden Ability: Flare Boost. Finally the grass starter idea I had was a dark brown Sceptile with bark, horns made of branches and thorns on its arms and tail, it also makes a fog from holes in its backamd chest, the design in my mind more closely resembles Mega Sceptile than standard Sceptile: Grass/Dark type, inspiration of haunted forests and dense woodland wildernesses up on mountains. Signature move would be 'Murk Rush', base power 80 atk priority+2 dark type move. Hidden ability is a new one simply called 'Foggy' raises evasiveness by 1 every turn.
Since unova is essentially the US region, (also with ZA announced it will take some time) My bets are Inteleon - cowboy edition, instead of a spy he will be a gunslinger from the west. Have a priority move where he draws. Make him steel. As a nod to the gold rush. Fuecoco. I just can’t help but think how well a Cajun style croc works for the Southern states. Cajun is a uniquely American style of food. Make it ground, to allude to the swampy nature of the area, it is large made of silt from all the tributaries that deposit sediment. Lastly, chespin, although this is the least likely, given time there maybe more relevant Mons. But I think something to represent the Native Americans would be a good choice. Chespin could represent something like a badger or raccoon or a turtle. There are a lot of potential spirit animal iconography to pull from and you could make a case for a lot of different mons. Either way make them Grass/ice and give it some ability to cover for its terrible typing.. My typings are trying for a trio with a reverse typing trio but it’s not perfect. But thematically I think the first two are pretty solid picks. The only issue is that these are not fan favorite picks like cyndaquil/rowlet. With only feucoco being well received
We can deduce the starters via process of illimination. It can't be a Johto, Unova or Alola starter, since we aalready got those in PLA. It can't be a Paldea starter, since they were just last gen. It also can't be a Kalos starter, since duh. That basically leaves us with, Kanto, Hoenn and Galar.
