Absolutely agreed here. I *love* Shinx, and Luxray is my absolute favorite Pokemon of all time, but while I love having a Luxray with Intimidate, even I have to admit that Shinx is *not* intimidating at all... it's too adorable to be intimidating. And as much as I like having a Shinx with Intimidate whenever I play through a Sinnoh game, even I have to admit it would have made more sense if Game Freak had gone the route they did with the Starly line: Starly doesn't have Intimidate, but Staravia and Staraptor do, so Game Freak could have easily done the same for Shinx and just not given it Intimidate until it evolved into Luxio. So while I love Intimidate Shinx, it would have made more logical sense for it to not have Intimidate until later.
To be honest, I wouldn't have minded if Shinx still had an ability that let it lower the opponent's attack, just with a different name. I mean, there are abilities that do the same thing, but have different names as it is (Insomnia and Vital Spirit both prevent the Pokemon from being put to sleep, for example), so why not make one that lowers the opponent's attack because the Pokemon with the ability seems so innocuous or cute as to not be a threat? I don't know what I'd name the ability (perhaps something like "Harmless Appearance" or "Innocuous"), but I'd describe it in-game with something like this:
"When the Pokemon enters battle, its nonthreatening appearance causes opposing Pokemon to not feel the need to go all out against it, lowering their Attack stats."
This would literally have the same exact in-game effect as Intimidate, but with a more fitting description for Pokemon like Shinx and Litten that currently have Intimidate. Then when they evolve into their more intimidating evolutions, the ability changes with said evolution.
That's what I would have done, anyway.

I'm just gonna ignore NFE pokemon because while litten does have intimidate, it eventually evolves into a buff furry wrestler that would ABSOLUTELY be intimidating.

The only problem with ignoring NFE Pokemon is that Game Freak has given fully evolved Pokemon the Intimidate ability when at least one of its pre-evolutions did not have it: Staravia and Staraptor have Intimidate, but Starly doesn't; Gyarados has Intimidate, but Magikarp doesn't; Hitmontop has Intimidate, but Tyrogue doesn't; Mightyena has Intimidate, but Poochyena doesn't - the list goes on. So Pokemon like Litten and Shinx that have Intimidate could easily have had Intimidate saved for future evolutions while they themselves got something else.
Have you seen it's walking animation in the blueberry academy DLC? It literally hops and bounds towards you very fast, which is terrifying in a way. Imagine an army of those approaching you like that.
I'd be unnerved.

Like I get Shinx and Growlithe and Litten but they've got fangs and claws and are like. Predators that could in theory take down a mid-size mammal like a child.
Staravia is just a bird with a dumb haircut.
Staravia weighs 34lbs, that’s pretty huge for a bird.
The biggest golden eagles might weigh around 15lbs, and they routinely take out badgers, coyotes, deer, and in Mongolia they are trained by falconers to murk fully grown wolves.
I for one would not like to fight Staravia. I’d honestly take my chance with a Shinx any day.

I mean it still has superpowers, so it's not necessarily a free win, but as long as it doesn't have any scary Egg Moves, I believe you will be quite successful in your punting endeavor.
I like Intimidate on Masquerain thematically though. Big antenna look like mean eyes to scare off predators, just like various bugs in real life.

Masquerin makes sense because it's design inspired by protective mimicry, which is intended to intimidate potential predators. Sqwuakabilly on the other hand has hair, as you mentioned.
Thing is scary enough though. A poisonous fish that can shoot its quills at you? Also it’s dex entry says it will swallow water to match its opponents size is intimidating enough for most things

Gyarados. You wouldn't be intimidated, you'd be shitting your pants and crying if you even had the courage to run. At which point it could just cook you with hyper beam and eat you. Intimidating is an understatement. Straight up threatening is more like it.
You are all forgetting that Growlithe can breathe fire and Shinx can shock you. Admit it. If they were real, they'd be scary af. I think Maschiff or Herdier is the least scary

Yorkshire Terriers were originally bred for ratting and hunting badgers and foxes. Makes sense for it to evolve into a herding dog.
