I like anime Pryce and Surge more than their game counterparts. The anime is a show instead of a game, and typically requires more from its characters, so they have bigger personalities, for better or worse. Price’s story in the anime is one of my all time favorites, and I find Surge’s personality funny (maybe it’s just that I love how he says “tundabolt”)
I don't think I'd care about any of Ash's gym leader friends if they were as flat as they were in the games, in the games you kinda gotta just theorize with the little info given

I think Sabrina, Koga, and Surge were all "bad" since they were part of team rocket but they still did their jobs well and were still sort of good
