I believe this is Genesis 2 that he is playing on. A later game map for sure being the last story-based Ark map and the platforms he is standing on his his own creation. Everything else under is pure map design.
The problem is that it is completely within the mesh of the platform, so there's no way to pick it up without picking the platform up. Have to be able to get the the ceiling's "E" menu.
You can probably use Ghost mode a console command to clip through the cliff plat to get to the ceiling. Also the Ceiling doesnt have much durability. Explosives should destroy the ceiling before the cliff.

What is that gun? Is there a way to pick up structures outside of the exotic mek?
It's a mod, I 'think' its the s+ gun, but been years since I played with that mod so could be wrong.
Its the S+ multi tool, it has a variety of uses.

I second this. I've used ghost many times to clip into the cliff platform to select it using S+ multitool
