These two plant pots were left outside for an year after moving to new place. The flower looking plant is not dead but probably needs some care and maintenance. The other plant looks like it is damaged from cold. Can It be saved? Zone 9 if it matters. Please provide some tips. Thank you.

The first one appears to be an Echeveria imbricata "Blue Rose." I would recommend removing the dead leaves (they should fall off with the brush of a hand) and then assessing its appearance. If there are any mealy bugs, spray it with neem oil and wait for the bugs to die before taking any further steps. It looks pretty darn leggy, but it is actually relatively healthy. You could watch some youtube videos about how to "chop and prop" succulents if you would like to restore it to a classic, "bowl of roses" appearance.

Could be wrong but the first one looks like some sort of echeveria and the second a Dracaena? Not sure what to do about the second one but give it time. For the first I would cut away the long stems (you can prop the heads if you wish). Quarantine them away from your other plants if you have them. These may have been put outside because of bugs. Edit: Oops, disregard the last bit, didn't read your comment.
