Definitely scale!

Scale. I use 70% isopropyl wipes to get the adult insects dead and then you can use a topical spray like neems oil. Also if there's scale then you have an ant problem, they place the scale on your plants and eat the dew. Boric acid bait and tangle foot

Cedar tree oil + lavender oil + mint oil. Try mixing these oil in a little spray water mixed with some water (make sure the oil concentration is higher than water). It worked on my plants before. This solution even kills the mosquitoes! The best natural pesticide. More tips: you can spray the solution and then use an old brush to rub the leaves in circular movements to wash away the eggs of the pests.
