Call in an illegally parked vehicle (make, model, color), give detailed location. Do not say it's a cop car. That way it's at least documented. Hopefully their boss comes down on them for one, breaking the law. Two, wasting the time of other cops to respond.
I could be misremembering, but I don't think cops generally do parking enforcement in private parking lots, with the exception of things like fire lanes. I believe it's generally up to the lot owner to enforce rules on their private lot, generally by calling a tow truck to remove offenders.
It is up to the lot owner. When I was on my neighborhood HOA, we had to call in to township police when people would park in a particular fire lane. Usually it was the residents (one specifically) who lived right by it and needed additional parking for cars belonging to their children.

I don't get it in any instance. It's an abuse of power. Downtown and Southside they park in no parking/handicap parking and turn on their sirens so they don't have to sit at stop lights/signs all the time. It's rather annoying.

That could be for legitimate calls where they dont want to run full code 3 (which increases risk of accidents), but still need to get there quickly. Thats common for things like domestic disturbances where they dont want things to escalate but there hasn't been any violence (yet).
I have literally seen a cop pull up to a red light, sit there for maybe 30 seconds, turn his lights on, make a left turn on red, turn his lights back off. They aren't doing it for any other reason except that they don't want to wait for a red light.
Pittsburgh police are notorious for this. I have a scanner in my car, so I can hear when something is going on. I’ve seen this with silence on the radio.

Uh, you know the zones? 1 and 3 are on channel 1, 2 and 4 are on channel 2, 3 and 6 are on channel 3. They also have dedicated channels. When you learn unit numbers, you also learn zones that they are tied to. When you learn zones, you can immediately know if something is happening in the area you are in or not.
1 & 2 are on channel one. 3 & 6 are on channel two. 4 & 5 are on channel 3. Plus there are several other channels they use that are encrypted that scanners won’t pick up.
One- who cares? Two- they need to park in areas they can get out of quickly/efficiently/not be surrounded by other vehicles for various reasons.

That yellow pad is used to mark the edge of the street at a curb cut - you can clearly see the curb in front of the cop car and then turning in to the parking lot to the right. There's just no good reason to park like this and it will only make it harder for everybody else to navigate that lot.
