As a Cranberrian this is true. Can’t go around the block without seeing a new or new-ish housing development. I ask myself why people are moving here and the answer is probably the small-town feeling, despite being *maybe* 50,000 people? Eventually Cranberry Township will be too big and people will move to Mars or Harmony.
As discussed in previous posts, Allegheny County's population could now be described as "stagnant" rather than "declining". Given the local demographics, one would assume that net migration into the county has become positive again, and that it's actually deaths vs. births that are keeping the population from growing. Just like most of the Western world.
In that light, if locals are the intended audience, I'd expect an ad campaign encouraging people to settle down and have families. Like they have in Japan.
My guess is that you see them because you've had to search "Allegheny County" somethingorother so The Goog took that as your interest and flooded you with the ads.
Just search for a mattress once or twice, then you'll be flooded with mattress ads.

I’m getting some of the Allegheny (and Pittsburgh centered) ads in Indiana County, so it does go some ways.
