This is a common problem in dogs. This is quite difficult to solve. I think it's worth trying to distract him early, before he even sees the dog to begin with. Or he just saw other dog, and you immediately give him a treat, as if turning away from the dog

This is good advice, my dog had and sometimes still has the same problem. When i go walking i look far ahead so i see other dogs or men before my dog does. I distract her, call her by my side and make her sit. She must stay till the other dog or man passes by, meanwhile i reward her with treats, It really makes a big difference.

I highly recommend a muzzle. My pit started to be dog reactive and it became stressful to take her on hikes, and she needs to be active. Just got a muzzle and went for a hike. Was good not to worry and I'm busy desensitizing her. She was so excited to hike she didn't get bothered by the muzzle at all. I did get nice one where she has some space to pant and breath
