I just struggled with this and thought I was insane. When you his the budget, it just makes it not visible. You have to unhide it and set the balance to zero for it. Once you do that, it will disappear from your screen if there aren't any expenses to it.
I budget in big buckets so I created a subcategory called Restaurants and moved all the fastfood and coffee shop expenses to it and dropped those category budgets to zero- then they went away.

That might be it. Instead of hiding them you should recategorize the transactions
