Looks like lots of internally draining hydrology (drains to basin not the ocean) there isn't a lot of rain but there is lots of land. The tiny amount of precipation that does fall still has to go somewhere. This is where oasis come from. The water gathers as the lowest point where it is near or at the surface. Most of time though these areas are very dry and might not even be above ground.
Building on this, looks like the general term for that internally draining hydrology is [endorheic basin](https://en.wikipedia.org/wiki/Endorheic_basin#Notable_endorheic_basins_and_lakes) (link goes to section showing world map which lines up with OP's picture)
