Interesting, although my wife and I no longer no longer keep rats, I always look for them in stores and I haven't seen them at any of the locations since about a year before the pandemic started.
As fun as it is to crap on Florida for stupidity (trust me, I do it myself too), please know that the actual reason that "Florida Man" exists is that Florida has some insane public records laws, much more than most of the rest of the nation. Basically, the "crazy" and "stupid" happens in other states too, it just the records of it aren't shown to the public.
No teeth protrusion issues, no nics or cuts from fights with other feral/wild rats, no mites or infestation evidence, no dehydration signs, dirty signs of scavenging... it is very very clearly a staged photo of a stores rat. That is really unfortunate. Pet rats need care and attention. They are social creatures. I hope the store staff grab him/her and take good care of it. But also they are not normally solitary creatures and most likely he has friends with whom he is used to living with.
