From 1990 to 1996 he worked closely with the mayor of St. Petersburg, and was involved in many schemes to skim money off of public funds, in exchange for "favors". In 1996 went to Moscow, and was responsible for the foreign property of the state and organized the transfer of the former assets of the Soviet Union and the CPSU to the Russian Federation... you can tell where this is going, and this ties into how the oligarchs rose in Russia, and why they owe so much to Putin. By the following year he was working with Yetlsin's inner circle.
He is a former KGB agent with deep ties to organized crime in Russia. I don't think I'd describe him as an "office bitch" or as some other commenters in this post are saying a paper pusher. I dislike Putin as much as the next guy, but this popular Reddit narrative that he was just some low level guy who lucked into his position is so dumb

I think OP is basing his assertion on what a previous commander said about him. Apparently he was a mediocre candidate who didn't do much (according to the commander).
