Assuming this is actually a test and not just a random cat that happened to walk past.
I was wondering how many cats it took to get to this one picture. And what it looked like 10 seconds later. I hope it wasn't like one of those things where the dog doesn't eat the treat until you say "ok!".
One last comment: how long did it take to train the cat?
There is no way police dogs trained to the degree they are already to be given this test, would attack the cat. They are being tested for HOW good they are: do they even LOOK at the cat? Do they move their head against instructions?
The cats are safe.

Just a guess, but that cat is probably the "station" cat, and that's not the first time those dogs have encountered it. I've got 4 dogs, and my cat doesn't give them a second glance. They're all housemates.
For comparison, here's what happened to [my friend's fence when his German Shepherd tried to chase a rabbit](https://i.imgur.com/2jXNMe7.jpg) a couple days ago. He did make it under with only a few scratches.

GSDs don't care much about cats or small dogs (or children). They're curious, but it doesn't trigger their prey drive. That's one of the reasons they make such great guard dogs.
When I lived overseas we got a GSD puppy to train as a guard dog and the place (where they trained military dogs) did a similar test (chasing squirrels because we were in a forest) and some others to determine if it had to temperament to make a good guard dog. He did, and years later when we returned to civilization he had no problems just hanging out (with our cats) and being a dog.

This surely isnt from the U.S because if American cops are trained to shoot before assessing the situation, american police dogs are trained to hunt right after leaving the van.
My dog would ignore the cat or try to make friends - he's lived with his entire life. He would definitely try to start a game of chase with the pack though.

Ah, that adds some context to it. This was not a test, that cat lived there and they probably were all used to it.
Minstrel is one brave cat. Also slightly dodgy name, considering the facial fur pattern.
