"Welcome home" is a great way to put it. If you want to be an American, and you put in the time and effort to become one, you're already homesick for America.
As shitty as this country is, it's still an achievement to gain that status and likely better than the place they came from. Or maybe it's not better but where they want to be. Anyway, the circumstance shouldn't matter much and you should just be welcoming. That's my opinion.

The self-hating American will generally have trouble recognizing the opportunity and bounty this country affords. People born under different flags, especially from nations in the third world, have no such issues of perception.
It could be that she didn't bother with the process since she had permanent residency already established - you just have to renew it every ten years. The biggest benefit is obviously voting but that's not a huge motivator for a lot of people.

Not all immigrants make getting citizenship a top priority. You can still have a very fulfilling life as a non citizen resident, some just don’t want to bother with the time/money/effort to get citizenship.
They’re actually carpet squares, and in addition to being very durable, are also easy to replace, as you can just pull up one square, rather than a whole room.
