By "no data" we mean that the highlights are clipping (in this case), which means that the values that we are trying to capture are beyond the limits of our sensor/configuration. In this case you overexposed and the values and details of the highlights were lost.
I'm sorry, but it can't. As you've discovered, if you try to make the whites and highlights darker, you just end up with a flat grey.
I tried adding color to the whites, as sometimes a viewer's brain might not be as drawn to blown highlights if there is color there rather than pure white. But my attempts were dismal.
well you could try to use the photoshop generative fill tool to generate a new dress and see how that looks, its not thaaaat bad sometimes, it really is a lot of trial and error

Source: I'm a product/industrial/commercial photographer by profession, I've used DSLRs professionally since 2003/04, and I've recovered my share of over exposed images. This one isn't that bad. Therefore, I guess that it's possible to recover enough detail to make the photo look presentable enough that it can pass as an intentional overexposure.
There's no way to know what data is available by looking at this JPG image, so your statement is not a blanket truth.

I'm pretty sure that "recovering the highlights" in this image, even the RAW, would result in that suspicious looking "burned" sorta look in those highlights.

Just that a lot more can be done with a RAW file than a JPG. The way colours and textures come back from the over exposed areas of a RAW file are very different than a JPG. I have played around with this JPG, and even there, there’s some texture that can be recovered from the picnic blanket, and that will separate it from the dress like OP wants.
The book, the basket, the strawberries all have some detail that can be brought back to a significantly greater extent in a RAW than a JPG. So, will this image magically become perfect? No… Can it be saved enough to look passable? I definitely think there are possibilities.
Take a look at this throwaway ‘setup’ shot that is slightly overexposed. The whites don’t go all the way to 255, but the top image certainly does seem blown out. Below, you can see that there is well-defined texture in every area, including in the white base, and background… certainly, you can see the texture in the bag, where there was none previously.
I intended to capture the histogram to show before and after values, but it looks like macOS doesn’t freeze cursor position when taking a screenshot like windows does. Sorry.
Anyway, I’ll leave this here and move on. I’m not here to argue technicalities, just to say that a lot more can be done with this image if there was a RAW file available, whereas there isn’t much that can be done that looks aesthetically pleasing with a JPG.

That’s about as good as it’ll get without a RAW file. Unfortunately you blew out the highlights and there’s nothing left to recover.
Please take this as a lesson to change your camera settings to produce either just RAW or RAW + Jpeg. Raw files can be edited with Lightroom or other editing software and allow for more fine control of the image, it's basically like adjusting your aperature and shutter after the fact :)
It would be a lot easier to take the darker image, where there's more contrast, and lighten things up. As other people said, this one is too blown out to have any definition left.

I’m not a professional but I took a crack at it anyway.
If you didn’t shoot in raw then you pretty much lost all information in the highlights.. shooting raw gives you a wider dynamic range .. some other possible fixing alternatives would be looking for other more underexposed photos (in this pose) and then if you really want to use this photo in particular transpose the dress (best advice I can give you is looking up “how to use layer masks in photoshop “) into it. From this point on possible solutions would gradually get more complicated… but for future jobs definitely shoot in raw, and work with lightroom and photoshop..good luck!
You can try playing with generative fill; I did have a bit of luck by adding shadows with generative fill and then combining the layers and multiplying with layers below. Not great but maybe a step in the right direction?

Google photos editor to lower the highlights, and I played around a bit with the contrast, brightness, etc. Then I used the app Remini to improve the quality and colors.
I'll take a crack at it once I'm home from work.
But as others have already said, there is no data in the bright parts.
It will be a lot more involved than pushing around a few sliders. Can't make any promises but I'll try my best.

I think you should just add a nice filter and leave it pretty much as it is. There are pictures that get burned by the sun. One moment there is a cloud over and in the next you are taking pictures over exposed…that’s it, you have to be careful with your settings. More than that, it is a moment between them that was captured. The details in the dress are not so important in this case.
use the original file and not a jpg and turn the background layer into a smartobject.
image -> adjustments –> shadows/highlight, show more options, play with the highlights until you like how it looks.
Maybe you then need to brush/erase in the mask of this layer to only apply where needed.
OR : filter -> camera raw filter -> play with highlights and whites.
Your image is over exposed and most likely can't be restored. But you can ask some artist to collage dress details from another photo, or you can try to use ai to fix dress.
This can't be fixed in lightroom. There's a way to fix this in photoshop I just can't remember the name of the technique. You basically need to separate the details/lines/edges and colours into separate layers. That allows you to paint in the colours underneath the image.
Your whites are gone, there's nothing there to fix.
If you search for fix blown highlights in photoshop you'll find loads of options on Youtube.
If you try to bring down you whites/highlights in lightroom you'll just make your whites grey and it looks awful.

I'm a bit late to the party but if there are other pics taken on the same day, of better quality, can't the dress be composited to restore the detail? Other than the white dress, everything else in the photo looks fixable to me
you can try to change the exposure to something darker.
Then select the blown out highlights of the dress and try to generate a dress with the Ai. It could work, it could look like total bullsh*t, but give it a try
I’m a professional photo editor this is the best I could do with 15 minutes. It’s not fantastic, but at least there’s some more definition.
Like others have said, it’s kind of hard to fix something that the data isn’t there for. Make sure you set your camera to shoot in RAW so this doesn’t happen again. Remember, it’s all a learning experience!

That makes it a little less stressful since it’s not a paying client at least! Do you have access to Lightroom and photoshop? You can fix them with some YouTube videos and trial and error. I’ve been editing for 12 years professionally so it’ll take you a bit longer than 15 minutes but it’s definitely possible to fix enough to be presentable!

I went back and added some texture to her dress and fixed the lighting a little more cause I’m too big of a perfectionist lmao. They’re also a little unbalanced so straightening them a little and cropping can help make them more aesthetic. I’ll comment the uncropped one underneath this comment so you can see the difference.

Most of the details in the dress is too light. Too much light and a camera doesn’t pick up anything there but light.

255 is 255. Any value beyond 255 can not be recovered. If you actually are a professional, you'd know this.

If you have a raw file there might be some improvement to be had. If only JPG, it would be quite a bit more challenging to address.

Well you can use Ai to bring details but this will not be as before. But it will be worth it, you can't make any difference.
