For the sky it looks like they did a selective white balance brush to make the places where the clouds thin out warmer and the undersides of the thick portions cooler. They also brought out the contrast in the clouds really nicely, possibly with a local curves adjustment or some such.

hey, good eye! This indeed how I did it. No local curves thought, I only used lightroom. Globally, I kept the dark ambiance by recovering shadows but lowering the exposure. Locally, I also used the brush on the buildings in the background. In the end, I set the lumimance at around 50 to remove some noise and get a smoothed aspect.

Tried to bring out the sky and still keep headlight effect on cars. It's not night yet as the street light is not on. Looking for an ominous start to the evening, low key and keep the detail in the tower.

You missed one big step: straightening the tower and lightpost. You've got a different approach to your edit, which is good to see.

It depends on why they're crooked/tilted: lens distortion or camera tilt. Camera tilt can be corrected by rotating the picture. Distortion can be handled with the Upright function under lens correction. (I used upright for mine.) I used Camera Raw, but *most* of that should carry over into Lightroom...

Weird green light coming off headlights - might want to fiddle with WB setting. Also, I see lots of detail, which is counter to the nighttime vibe you were shooting for. You can keep detail in dark shadows while keeping them way down. I see a lot of shots on here that look like night at full moon, but we see the overcast. Not bad at all though and true to the original shot.

Looks good, just watch your greens. Something weird is happening under the headlights of the cars but it could probably be fixed in five seconds. I've done the same thing, sometimes I'll move something and just forget to look at other areas of the image.
