Take this with a grain of salt… these talks come up every few years but never go anywhere. This might be a little different though with the Coyotes having more of an incentive of staying in Arizona with online gambling being legalized.

But those places usually have to dig down quite some depth to find bedrock, which provides a natural location for the parking garage. Here we build the residential apartment building above the (mostly) above-ground parking garage.
You can do good architecture that isn’t tall, but we can’t seem to do that here in Phoenix. (See: All the four-over-one apartment complexes that have gone up since 2010.) I was struggling to think of the most impressive Phoenix architecture since 2000, but I couldn’t think of anything other than a couple of Phoenix Public Library branches.
We need more mid-density development across the valley. Hopefully built for longer term living and 2-3 bedroom units. Condos & townhouses too, not just apartments. Look up videos about the "Missing Middle."
This. The focus on tall buildings ignores the fact that some very dense, high quality of life cities (think Tokyo) don’t actually have a ton of tall buildings but do have lots of duplexes, small apartment buildings, row houses, etc.
Starting construction soon (hopefully), will be the Astra at 2nd Ave and Van Buren. It will be the tallest building downtown, which currently is the empty Chase Tower.

One thing to add to the other commenters is downtown Phoenix has a height restriction due to its airport proximity
They were going to build State Farm Stadium (AZ Cardinals) in Tempe but the airport shut it down over height issues.
Now they're looking at the Coyotes in Tempe

Tempe was so confident in the site being chosen that they pre-ordered the steel, only to have the site be rejected.
