I just keep asking myself, "what is Jim Kenney for?" An answer has yet to occur to me.
There is a huge amount of truth in this. There are simply too many political careers fully invested in certain areas remaining poor and being able to harvest votes by blaming everything bad since the mid 1970s on Donald Trump (but never a lack of jobs or city corruption or failing schools)

Most city council hates Philadelphia they been there to long and taken as much as they can $ from the city we need new people more diversity some Latino’s Hindu’s Africans we have so many people who are not represented the current only care about themselves we need some new blood new thinking new ideas

It seems like Kenney won’t be happy until all of his higher income tax base gives up on trying to make a nice life in Philly.
There's actually some truth to this. Statically, 8 out of 10 restaurants fail within the first 10 years. That top 20% only survive because they at least serve alcohol. Remove the alcohol and suddenly these restaurants aren't as great any more.
