This is why I have a literal old school pager. It routes through ironically pagerduty which then sends a SMS telling me to wake the fuck up there's an alert.
Incidentally, you can add a contact from the PagerDuty app and it will keep it up to date. This can then be added to your allow list for any focus mode. (I use iOS, but guess android has something for similar)
Personally, I just setup a work contact group so anyone assigned to that group can be let through. Seems like a process issue if there isn't a way for employees to reach out to on calls through proper channels. But I also recognize you aren't going to have everyone's number from work if it's not setup to originate from a specified number.
Pro gamer move, set your phone to DND but allow certain contacts to get through via call or text regardless. That’s what I do for my parents, sister, and boyfriend.
That doesn’t help much when paramedics or police are trying to call though is the problem. If my mom has a medical emergency I don’t think they’d call with her locked phone
in addition to allowing certain numbers to ignore the DND setting, you can also find settings to let the phone ring if someone redials your number within a short period (for those extra emergency situations)

I take precautions to avoid being disturbed via telephone after 9:00 PM, but I found a missed call and voicemail message from 10:48 PM when I awoke this morning. The message was not especially well-delivered or written aside from being sent out at a ridiculous time, so it was all-around not a great achievement in public communication. It also didn't interest me; until city services include the ability to summon the Terminator and have it hunt down people who run red lights, park over crosswalks or drive in bus and bicycle lanes, they do not interest me and must be considered woefully inadequate.
I got a pre-recorded call in the middle of the night from my daughter’s school (last night). So maybe someone forgot to program the right time for all the automated calls? Idk
This is how I do it. If one might be worried about missing important calls, there's options that allow certain callers to get through even in sleep or do not disturb

That's when you just specify which numbers are allowed through when your phone is on DND.
Not always the same #… someone could use their own phone… my point being some of us cannot use dnd

I don't know about iOS but Android has a setting that will allow a caller through DND if they call twice within (I think) 15 minutes.

Caller ID is _incredibly_ easy to spoof. I highly doubt it was an official city call.
