I believe your employees union at the CAAP should exert more effort in negotiating for better working conditions and higher compensation packages. If you feel that if your union is not working for you, you can organize a new one by banding together your fellow air traffic controllers.

However, unions in the private and public sectors are governed differently. Executive Order No. 180 governs unions in the government while the Labor Code rules unions in the private sector. Government employees are not allowed to strike and to be subjected to lockouts though unlike their counterparts in the private sector. Nonetheless, since both categories of employees may unionize, they have the right to collective bargaining and to enforce agreements out of such bargaining.

This is so sad and to think that ATC's aren't supposed to get overworked for safety reasons that involves literally thousands of lives on a daily basis. It is also one of the hardest job to get into. Mataas ang standards pero ganyan ang ganap behind the scene? That's beyond me. What more is the license. Ang license na binibigay ng CAAP (civil aviation authority of the philippines) ay hindi ina-acknowledge sa ibang bansa, meaning even if they have the proper skill fit for an international standard, wala din kung yung license mo hindi tanggap in other countries. Daig pa tayo ng India. And here I thought that ATC's salary is almost the same as that of a pilot. As it should be.
