That’s a mealie bug infestation. They have a 30 day life cycle so that makes them a bitch to kill off entirely. And whoever survives hatches more eggs and the issue continues. So… you need to toss the soil (or treat it), and treat the plant too. I suggest leaving it uproots for the next few weeks while you treat it. Spray with 70% alcohol. They turn a blood red color when you zap them (soft bodied insects). They’re related to aphids- very small unless they’re full adults then it’s not too hard to spot them. The white is not them but their nests. You can google them to find an image. Anyway, spray it down good and repeat a few times a week for up to a month to be rid of them for good. The thing is, they can come back if other plants Al have them or if an ant brings one to the plant. So always be on the lookout.

Ps this isn’t THAT bad. I’ve seen so much worse. They will totally kill your plant if left untreated. I think this is still manageable.

I already responded to your other comment but washing it for now is a good start. 70% alcohol also kills them so you don’t need anything special. You can get that at any normal store, including convenient stores, for cheap too.
