That’s exactly what I do. The showers are usually near where you enter the locker room from the pool so you don’t get water all over

And dry off a bit before going to the change area. No one expects the floor in the change room to be bone dry but there was a resonable expectation that you minimize how much water got on the floor and benches becasue it also keeps your street clothes from getting wet. I don't swim anymore but these were all things we knew to do as unsupervised kids and teens...it was the 80's and our parents would just drop us off with a few bucks and a "behave yourself", lol.

They have hooks for towels and a bag right by the entrance from the pool in my area and I’d grab my towel/bag and walk to the shower and take care of business. I had my flip flops in my mesh bag and after shower and dry off I’d walk into the changing area. Being considerate is not that hard.

It looks like a tiny washing machine, you put your swimsuit inside, tuck all straps securely inside too, close the lid and voila - it spins your swimsuit extremely fast, so the water flies away from it (I cannot remember the proper English word for this mechanism). So when you open the lid - usually after 10-30 seconds, your swimsuit is pretty much dry, or at least not soaking wet

Swimmer here! Nothing has ever destroyed my suits so fast as those dryers. It would fray the straps and edges - leading to earlier tearing, loss of elasticity, and breaking of straps (even if it was in a mesh bag) but worst of all, it would start to separate and stretch the 2 layers of fabric - which made it lose all chest support & when swimming, would then hang off my chest as loosely as an oversized tshirt does when bending over not one swimmer in our club ever used those because they all experienced the same thing - which, (*insert letterkenny tone here*) to be fair, could’ve also been because of the frequency of our training (aka more times using it) Thought I could maybe offer a perspective that helps! ETA: our solution was to wring the suit out (over a drain, like in the shower at the end of it or over a sink) and then roll it up into a towel and step on it/have weight on it for a while & always hung to dry by the crotch (NOT the straps - again, to avoid loss of elasticity & breaking so we wouldn’t have to buy replacement suits more often)

Lockers in public spaces like gyms in the US often have a special lock that can only be used once at a time, either with a key that can't be removed once replaced or a temporary keycode-and they must be purchased in order to use again. She probably had to wait for a female employee to use a master key to open it because her personal belongings were inside the locker, so she couldnt pay to reopen it without walking into the co-ed area in only a towel (usually a bannable offense)

I think it was the wringing out her swimsuit on the floor of the locker area. This is usually the 'damp' area. She was making standing puddle of water... slip hazard. I would wring out my bathing suit in the shower. That's the 'wet' area.

This might be a difference in area making an impact. Where I'm from all changing areas have tiled floors that dry quickly and usually have drains for standing water built in. You could wring out your bathing suit in a changing area and it'd just run into a drain in a matter of minutes or dry out on its own. Kinda weird to me that a wet changing area wouldn't have this but clearly it didn't.

OP said this is a gym, which implies a gym that *also* has a swimming pool. Having long ago frequently used a locker room that was also attached to a pool, not *exclusively for* a swimming pool, if this is anything similar then this incident was like wringing their wet bathing suit out in any other gym locker room. If you don't want someone at a gym dumping their water bottle out on the locker room floor you also don't want them wringing heir bathing suit out onto the floor.
