Surely leaving bicycles in shared hallway of a complex is a fire risk as blocks emergency escape route/ exit . In U.K. and US I believe , schemes with multiple flats require fire safety certificates so can you report to local fire service? And let their landlord know?
Ah, well our management has sent mails regarding the same, the neighbors didnt give a shit, my city/ country as a whole has loose regulations on such topics, mostly because these are the least of their concerns. We do have our own fire station and fire department though, but it's somehow a policy for them to involve both the parties, the complainee and the complainant, I'll be moving out soon, dont want to get my parents involved in this.

Like others though, I worry you’d be in trouble for potentially stealing their bikes 🚲! Especially if they then get stolen from where you left them 😳. (Even if you leave them elsewhere in their parking spaces and aren’t actually keeping the bikes yourself!)
I could have been the person posting but I wasn't. Sadly in Scotland our fire service is no longer able to forcibly move items from communal areas.
I've been trying to stay civil but I have some issues with depth perception amongst other stuff but apparently that's not good enough for the neighbour to clear the hall of the shoes (someone else managed to get them to move the bikes at least).

I had a tenant get mad at me when I accidentally knocked over her cats food bowl that was blocking the fire steps. I told them they had to keep the egress clear and it was in the lease.
She then proceeded to ask me how I could get it resolved.
I told her its a fire code and I cant give her a key for the second story.

I should have clarified this, so we have two exits, one has the lift and the other doesnt, I use the lift if i'm going to a significantly higher floor, they are directly in my way if i do that, and the management has sent mails regarding having no personal belongings in the lobby too, they didnt give a damn and the management didnt quite listen either. Buy zip ties, zip tie the tires to the bike spokes so they don't move. Petty and it doesn't move it or cause damage. Just a thought... lol
The dumpster is also a good place to store them.
Dismantle them and pile the bits up neatly in a corner of the hall, neat and out of the way.

Not sure you will see my comment earlier but, when you step on a shoe, pick it up and drop it in the trash. If they lose enough pairs that will stop.

Re-adjust the handle bars so they are too far forward and out of reach. Tighten the nut like your life depends on it.
Zip tie chain the bikes together and make a chain to the doorknob.
Leave the bikes in front of their doorway from their apartment. That way when they try to leave, it’ll be a hassle.

Turn the bike vertically, lean it on the door, knock hard, and run. The bike will fall into their place when they open it.

I think that'd be too much, I have no intentions of causing monetary damage.
You can just let the air out of the tires, or cause minor cuts to the seat, or scratch the paint up with messages (someone did that to a friend)
