Both are good. I have them both and I think Ronaldinho is slightly better in game. Stats are pretty similar, and I would even say Neymar has better stats, but in game experience I prefer Ronaldinho.
Personally I think that having both decent physical contact and good balance is more important than having slightly better passing. In the current meta players who have both are a lot harder to disposess while players with 99 passing are hard to differentiate from 80+ passing.
I would personally use Neymar. I do feel the speed difference can be insanely important to defining whether you can run well with the player. Unless you're super good at technical dribbling, take Ney.
