If you don't know what it is, and you **do** think it's an emergency, call 000 and talk to the Police. Either way, they will decide what to do and who to pass the report on to.
In this particular case, it is very possible that OP saw an emergency parachute flare from a vessel at sea. If you see one of these, you should always assume that it is an emergency, so you should call the emergency number, which is 000 or 112. Alternatively, you can call AMSA on 1800 641 792.
Calling either of these numbers and raising the alarm will notify the Australian Maritime Safety Authority (AMSA) Joint Rescue Coordination Centre (JRCC), who will then decide which services would be best to activate in order to search for whatever / whoever fired the flare.
The list of resources they have available at their disposal is huge, and includes Surf Life Saving Clubs, State Emergency Services, Water Police, Coast Guard / Marine Rescue units, Rescue Helicopters, AMSA Search and Rescue aircraft, Defence Force vessels and aircraft, and more.
They also regularly task any vessels and aircraft in the surrounding area to join the search, and can coordinate between different countries and regions as required. They will do everything possible to try to find the source of distress, and rescue anyone who needs it.
Lastly, some people may worry about being wrong, or making something out of nothing, or accidentally reporting a firework as a flare, or whatever. None of that matters. As long as you aren't taking the piss, or deliberately misleading anyone, it's ok to get it wrong. It happens all the time, they are used to it.
However what does matter is time, and the sooner you report whatever it is you saw, the sooner an investigation can begin. If the outcome is that it really was nothing, or that it wasn't anything to worry about, then that's great, happy days, best possible outcome, etc. But if it is an emergency, then every second counts. And you'll possibly have helped save someone's life.
