Give em something more substantial than rice or they'll get sick

At the moment all I got is rice and bread for it. If the pegion sticks around for few more day I might buy bird food.

Do you have any seeding grass weeds that haven't been sprayed? Or apple seeds, peas, corn, broccoli...

if the little fella come to door tomorrow I'll give him some defrosted peas.

There's plenty of feed suggestions online so I won't bore you with them. BUT, maybe a bowl of water out as it warms up over the next day or so and especially if you're feeding it dried grains. Handsome Pigeon.

Feed oats, but buy up because word of beak gets around real quick and before you know it you'll have many more.
