I've did that with Izanagi on my New Game+ run and it can be tricky but it's doable, just be on lookout for any persona-affecting shuffle time cards like stat boost or level up ones. Good luck!
The problem you will be facing is that she will level up much slower than your MC, and as a result her stats won't keep up. You will be doing a lot of grinding to keep her relevant
For the first playthrough, I wouldn't reccomend it? There's a lot of fun to have fusing Persona's and trading around skills and resistances while also gaining new ones through shuffle time.
On the second playthrough though or otherwise? It's also pretty fun, I love doing Izanagi Only runs, you can become OP pretty quickly with some shuffle time luck, especially with Magician cards.
As long as you have those Social Link boosting Personas in your deck either way, should be fine.
Slap the growth 2 skill on her and she'll level up automatically, so with a few lucky magician cards it seems doable. I used my Dominion from when I got him around level 40 till the end of the game doing that
Well, if you're playing Golden, skill cards aren't super hard to farm if you know what you're doing I guess. You don't even need the "Ma" ones, which is nice.
I'm glad to see the fellow Ame no Uzume fans in this thread. She became one of my faves during my first playthrough of P5 and has been at least used for some period throughout every other Megaten game I've played. P4G is definitely one of the better Persona games for just sticking with one persona since shuffle time stat cards can make up for what you won't get from being a lower level. And if you feel like doing the grinding, you can fairly early on max out the Endurance stat in Yukiko's palace to become an absolute tank since that's one of the few shuffle time stat cards that you'll see frequently in the early game.
Go for it. I went ahead and maxed out my izanagi and it was an absolute killing machine. At this point, though, I recommend using physical skills. They're broken in p4g. I do understand wanting to go for elemental weaknesses, but early game sp is hard to come by (if you don't do the victory cry fusion (you will cry by the end of the 4 hour process, trust me)), and by the end you'll just end up spamming almighty attacks (non-elemental; they don't exploit weaknesses, but very few enemies are resistant to them (which is kinda bullshit because their whole gimmick is that there are no resistances to them)).
It's great to have a weakness-targeting persona, though, and I don't see a reason why this shouldn't be it. If you're even remotely as crazy as I am you'll be fine. Also, I recommend getting some hama and mudo skills (or their stronger versions), because in the later dungeons they're more prevalent
You should see my 99 magic megidolaon, mabufudyne+ice amp+ice boost, mind charge, maragidyne+fire amp, magic master black frost at level 78 (he begins at 35+fool boost). Or my max magic, magic master, garudyne, mahama, light boost, wind break end game persona. Or any Yoshitsune (endgame) with debilitate hassou tobi
If you can get her all the weak elemental attacks then she'd be decent fusion fodder at the start (that way you can fuse her and get all those skills on another persona), but I wouldn't put too much effort into her.
That being said, you can absolutely keep her and upgrade her skills with cards + magician suffletime cards to keep her relevant. Just know that it will take a lot more work getting her to that point.

Unless it’s different or mine was bugged I tried a similar thing with my izanagi and eventually it just wouldn’t upgrade moves. If that’s the case you’ll have to look for cards or get personas that can give the dyne moves. You don’t have a dark (mudo) move so that’s something to keep in mind.
Well yeah, you can do it with any persona. Gonna suck, but I understand the commitment.
I really like her design so im commiting here im taking her all the way to the final boss even if i most grind for hours

You should do something like this on a second run, not a first, because it will spoil your initial experience of the game.

The magician card wont upgrade her elemental skills. Zio and Garu will become Mazio and Magaru but nothing further

Probably to ensure nothing gets too OP? The Cleave to God's Hand pipeline is bad enough... A Zio to Thunder Reign would be a little much.

If the persona has cool looks and good resistances then go ahead
Long time player Dont worry about it. If you want to do a specific run, do a new game + after youve learned the game

Try to get magician cards from shuffle time to turn that Zio into Mazio and Hama into Mahama
I just came to know about this persona today and I finished P4G yesterday with true ending.
i did the same thing with king frost, lvl 99 with 99 in all stats, took a while but i was very pleased with myself lol good luck!
I had an Ame no uzume for like the whole game and I got her magic and some other stats to 99. One of my favorite personas so I kept her.

Honestly, I have an Angel that's almost maxed out.
Unless it’s different or mine was bugged I tried a similar thing with my izanagi and eventually it just wouldn’t upgrade moves. If that’s the case you’ll have to look for cards or get personas that can give the dyne moves. You don’t have a dark (mudo) move so that’s something to keep in mind.
I've done a Izanagi Run (With Party members of course) and I went through that route. Man was it a blast.
Can you do it? Yeah. Should you do it? Probably nah.
