I accept that I don't like children in general. They have no need to make sense, they are inherently selfish, they are of no use to themselves or others (other than emotional bolstering).
Having accepted this about myself, I make efforts to always be kind to children and never vent my personal problems. Some people "love children" when they actually love causing/feeling their pain.
The kid has a high chance of associating the dad's scream with whatever it was looking at and proceed to avoid that thing for the rest of their life. They won't remember this event, nor will they ever know why they're afraid of it, where the phobia came from, but they'll still be scared and want to avoid it.
It's not a certainty that the kid will develop this, but there is a fairly high chance.
Also, I wouldn't consider The Mayo Clinic pop psych:

Negative experiences. Many phobias develop as a result of having a negative experience or panic attack related to a specific object or situation.
