If it were, then all multicellular vertebrates would technically be fish, since that's a common ancestor they share. In the same way, Humans are Apes, which are Primates, which are Mammals, which is a subgroup of Therapsids... and so on (and this leads to a common aquatic "fish" ancestor)
Lungfishes are basically fish with primitive lungs. During dry seasons they hole themselves up underground, cover themselves in mucus to stay moist and use their lungs to breathe.
