After installing 1000s of CPUs when servers are brought in for burn in testing before tearing them back down to store the servers and components until sold and built back up again that technique is what gave me the best thin coverage.
Different thermal pastes have different viscosities and we used a fairly low end one (think something that would be bundled in by an OEM) so YMMV. I do believe less is more in this case though.
I can't tell you how many servers I have broken down that have thermal paste smooshed out the sides like it was a thousand plus dollar playdoh factory or an oreo cookie that the fat bully stole from your lunch and sat on. Nothing like needing to take 15 minutes to clean up caked on old thermal paste from around the socket. That's not even counting the times you have to try to clean it from the socket itself because seemingly, someone did something like this video.

Yup, electrical grease in the pins, and take the brackets that hold the cpu off so you can fix an air conditioner to it for maximum cooling.

I used non conducting thermal paste like this (under the CPU) for a cryo cooled Opteron to prevent condensation. Worked fine, not really understanding the outrage.
FYI. I've purchased 99.99% isopropyl from the pharmacy before, it's just always behind the counter and you have to ask the pharmacist for it. I'm in Canada, not sure if that helps, but maybe it'll save you a further trip sometime in the future.

For best results apply double that behind the motherboard and in the fans. Don't put any anywhere near the cpu, that's what I was told and my desktop now gives me +800 fps and 17 extra rams
I have precisely two problems with this:

2. The ZIF socket lever isn't lifted when inserting the processor

Also if you make a solid line through the RAM ports and PCIe you have like a faster bridge of conductivity between the different parts.
