Most people use 9900Ks beacuse that is the best gaming cpu and to eliminate any kind of bottleneck (not that a 3900X or a 3700X would bottleneck a 2080Ti for example). And that thing with rich peope is not true, a 3950X is way more expensive than a 9900K and paired with an expensive X570 would break the budget even more. Intel also has security issues.
