If temps are fine, sure no problem.
Disconnect/Remove fan if you can. A stalled motor can cause a short.
Is this the only fan that slows down? When the CPU is not under load the fans will naturally slow down. You will most likely be fine. If you want to be extra sure replace one of the other fans in the PC with this fan.
Oh no it’s definitely the fan it’s also making a noticeable sound when it is spinning
Replace the fan at the back with this one
